Change-of-use renovation of a seven-story building into a 57,510-m² (619,000-ft²) "Immediate Occupancy" civic center with civil site design for a three-quarter city super block. The conversion to public safety functions (fire, police, and city services) required seismic upgrade, structural strengthening, and interior rebuild. A soaring public concourse connects the spaces, while a new three-story garage, cut into the site slope, supports a landscaped plaza. Computer modeling of the eco-roof identified stormwater storage opportunities for reduced detention volumes.
